ORGANISATION OF THE TREASURY

Introduction

This booklet sets out the Treasury's new organisation chart from the beginning of April 1995, along with brief descriptions of the role of each directorate management board and of each team.

We have not given room numbers or telephone numbers of the standing teams, because many of the room numbers and some of the telephone numbers may change during the forthcoming room relocations aiming to bring those teams working with each other physically closer together. However, a new Office Directory will be issued shortly, and kept up-to-date with any changes. The Information Systems team are also planning to put the Office Directory and the organisation chart on the new OASIS computer system - which will start to be rolled out to teams in the Autumn.

The booklet also contains a reminder of the Treasury's aim, mission and objectives (chart 1). Detailed plans for the coming year under each of our objectives were published in March 1995 in the Departmental Report - which can be viewed on the Officepower FER implementation bulletin board ("I" "A" from the Main Menu).

DIRECTORATE STANDING TEAMS

The following standing teams are outside the directorate structure:

Ministerial Support (Min) Principal Private Secretary to the Chancellor: Nicholas Macpherson

Ministerial Support is a confederation of teams, which supports the five Treasury Ministers through their private offices and special advisers; handles the Treasury's liaison with Parliament through the Parliamentary Section; and coordinates correspondence with Ministers through the Ministerial Correspondence Unit (MCU).

Communications Division (COM) Head of Communications: Andrew Hudson

The role of Communications division is to ensure that Parliament and the public are well informed about the objectives and effects of the Government's economic and financial policies. The division includes the press office, the publications unit, and Chequerboard.

Strategy Finance and Purchasing (SFP) Head of SFP: Nicholas Holgate

Within the SFP team, the strategy branch reports to Sir Terry Burns on developing a process for strategic planning within the Treasury and coordinating the implementation of the Fundamental Review. It also provides the secretariat for TMB, and deals with the Treasury's interests in the Government's forward legislation programme.


MACROECONOMIC POLICY AND PROSPECTS DIRECTORATE (MPP)

Directorate management

The MPP directorate management team is led by Alan Budd . The deputy directors are Colin Mowl and Gus O'Donnell. The team shares responsibility for the development of a clear operational framework for the directorate and for its performance. In addition, the deputy directors specialise in particular aspects of the managerial responsibilities.

Colin Mowl oversees the EP and EBA teams within MPP; leads the Treasury Economic Forecasts (TEF) cross directorate team; and represents the Treasury at the OECD Economic and Development Review Committee. He attends meetings of the EU's Economic Policy Committee. In addition , he manages the directorate contribution to the work of the pay, grading, skills and appraisal project team and is responsible for managing directorate implementation of the work on values and behaviours and the code of conduct. He also has oversight of directorate IT strategy and manages relations with the CSO.

Gus O'Donnell oversees the IMP and DRM teams; and leads the EU Monetary Developments (EUMD) cross-directorate team. He is the UK's representative at the EU's Monetary Committee. In addition, he coordinates relations with monetary experts in the City and academia and is responsible for liaison with academics more generally. He also oversees training within the directorate.

Economic Prospects team (EP)
Head of EP: David Savage

The EP team prepares economic forecasts and develops and maintains the Treasury model.

Fiscal and Macroeconomic policy (FMP)
Head of fiscal and macroeconomic policy analysis: Stephen Matthews

The FMP team advises on the objectives and stance of fiscal policy, providing analysis to inform the Budget judgement. It keeps under review the macroeconomic policy framework and advises on EU macroeconomic policy coordination.

Economic Briefing and Analysis (EBA)
Head of Macroeconomic briefing and analysis: Chris M Kelly

The EBA team provides briefing and analysis on macroeconomic developments in order to support macroeconomic policy advice and presentation. Areas of responsibility cover the balance of payments, the personal sector and housing market, the company sector, the labour market, and the economy in general (including coordination of briefing and assessment).

Inflation and Monetary Policy (IMP)
Head of IMP team: Stephen Pickford

The IMP team assesses the prospects for inflation, advises on the monetary policy stance to achieve the Government's inflation target, advises on the framework of monetary policy, and implements monetary policy decisions.

Debt and Reserves Management (DRM)
Head of DRM team: Jon Cunliffe

DRM's role is to manage the Government's debt and foreign currency Reserves at least cost and risk, compatible with Monetary policy, and to ensure cost effective production and issue of notes and coin. The team has expenditure responsibilities for the Bank of England, DNS, NILO and the Royal Mint.

Economist Group Management Unit (EGMU)
Head of EGMU: Malcolm Bradbury

EGMU supports the Head of the Government Economics Service (GES) in advising and assisting government departments in the recruitment, professional training and career development of their economist resources.


INTERNATIONAL FINANCE DIRECTORATE (IFD)

Directorate management

In the International Finance directorate, the director (Nigel Wicks) and the deputy directors (Paul McIntyre and David Peretz) intend to act as a collegiate board, with the two deputy directors taking a broad oversight over the work of the directorate as a whole. Within that guiding principle, each deputy director will have some particular areas of interest, for example Paul McIntyre in matters involving the European Union and David Peretz in issues involving the G7 and world economy. These areas will evolve over time. Paul McIntyre also leads the European Union Budgetary Issues (EUBI) cross-directorate team.

European Union Finance (EUF)+
Head of EUF team: Nick Ilett

The European Union Finance team has overall responsibility for the Community Budget, the financing of the European Union, and related issues such as financial management and fraud. It is also responsible for coordinating the domestic public expenditure implications of Union membership and for forecasting the UK's net contribution.

EU Future Strategy (EUS)
Head of EUCS: Sue Owen

The EUS team is concerned with the shape of the EU in future, covering for example the 1996 Inter Governmental conference, candidates for enlargement, and negotiations with countries seeking to cooperate with the EU without membership. It also has policy responsibility for EU applicants.

EU Coordination (EUC)
Head of EUCS: Sue Owen

The EUC team is responsible for coordinating Treasury interests in EU policies in general, and briefing for ECOFIN and EIB meetings in particular. It also has policy responsibility for EU countries, and can provide advice on EU procedures and precedents.

Developing Countries, Debt and Export Finance (DDX)
Head of DDX team: Jill Rutter

The DDX team is responsible for the Treasury's policy on export credits, both in the international context and as applied domestically by the Export Credit Guarantees Department. It is also in the lead on international debt questions, including representation at the Paris Club, and is responsible for Treasury policy toward developing countries.

International Financial Institutions and FSU (IIF)
Head of IIF team: David Roe

The IIF team is responsible for UK relations with the IMF and for HM Treasury interests in other IFIs, including the World Bank and EBRD. It provides advice and briefing on the countries of the Former Soviet Union and Former Yugoslavia.

Trade Policy and Developments team (TPD)
Head of TPD team: Simon Brooks

TPD carries the flag for free trade and open markets. Its job is to monitor developments on the world trade scene, to consider the appropriate policy response for the UK, and to promote that view in Whitehall and beyond.

World Economic Issues team (WEI)
Head of TPD team: Simon Brooks

WEI is responsible for the analysis of the impact of economic developments which spread across a number of countries or regions. WEI provides the world forecast for the cross directorate forecasting team. It also undertakes IFD's policy responsibilities for North America.

Regional/Country Analysis team (RCA)
Head of TPD team: Simon Brooks

RCA analyses the implications of developments in individual countries and regions. In some case this leads to briefing, often for use at international and other meetings; in other cases it may be the precursor to policy work undertaken by RCA team members in a number of other teams.


BUDGET AND PUBLIC FINANCES DIRECTORATE (BPF)

Directorate management

The director is Chris Kelly. He and the deputy directors (Stephen Boys Smith, Anthea Case and John Gieve) share responsibility for the management of the directorate and its performance. The precise distribution of responsibilities between the director and three deputy directors is still evolving.

Stephen Boys Smith has particular oversight of the two pay teams, the public service pensions team, the strategic management team and the transitional overseas allowances team. In addition he manages the directorate contribution to the work of the Pay and Grading Project team and is responsible for the directorate development plan.

Anthea Case leads the Tax Issues (TI) cross-directorate team, oversees the three tax teams and has particular responsibility for the annual pre-Budget Chevening paper on tax. In addition she oversees training within the directorate and implementation of equal opportunities policy. In a personal capacity she chairs the cross-departmental Deputy Director Group (DDG).

John Gieve is team leader of GEP, oversees the general expenditure statistics and public sector finance teams and has a particular responsibility for the directorate budget. He is also managing a special project on the boundary between the GES, EFA and PSF teams in the new structure.

General Expenditure Policy (GEP)
Head of GEP team: John Gieve

The General Expenditure Policy Team coordinates the work of expenditure teams in planning and controlling public expenditure (including the Public expenditure Survey). It has responsibility for general policy on public expenditure, Estimates and the Contingencies Fund, end year flexibility, the Reserve, cash limits, and running costs.

General Expenditure Statistics (GES)
Head of Expenditure Statistics: David Deaton

The GES team provides statistical support for the planning and control of public expenditure by running the PES database, advising on definitional issues, and monitoring expenditure inyear.

Exchequer Funds and Accounts (EFA)
The Treasury Accountant: Martin Hansford

The EFA team operates the Consolidated Fund, National Loans Fund and several other central Government accounts, plus the European Commission's sterling account in the UK. It advises Treasury Accounting Officers on propriety matters, and prepares the CGBR audit trail. It also supports the Bank of England's management of the money market by forecasting and monitoring public/private sector cashflows.

It oversees the expenditure of the Crown Estate and the Paymaster Agency, and pays salaries and pensions approved by statute as direct charges on the Consolidated Fund (eg C&AG, Speaker, judges and MEPs).

A sub-team, reporting direct to Sir Terry Burns, supervises and audits the Civil List and exercises Treasury responsibility for other aspects of Royal Finance (eg Duchies of Cornwall and Lancaster).

Public Sector Finances (PSF)
Head of Public Finances Forecasting and Monitoring: Allen Ritchie

The PSF team is responsible for forecasting and monitoring the public finances.

Tax and Budget (TB)
Head of TB team: Adam Sharples

The TB team provides advice on tax policy and coordinates the Budget

Tax economics team (TE)
Head of tax economics: Peter Short

The TE team provides advice on the economic aspects of tax policy and the distribution of income.

Tax Administration team (TA)
Head of TA team: Mark Parkinson.

The TA Team is the expenditure team for Inland Revenue and Customs and Excise. It provides oversight of these departments, including control of public expenditure and related management and tax administration issues.

Strategic management (SM)
Head of SM team: Steven Wood

The SM team works with spending teams and OPSS to promote the Government's efficiency agenda for Departments, Next Steps Agencies and NDPBs. It advises on best practice in strategic, financial and other management techniques such as benchmarking and performance measurement, and promotes privatisation of their activities which do not need to remain in public ownership. It works with OPSS to develop Departments' efficiency plans. It has the Treasury interest in OPSS's Citizen's Charter initiative.

Public Sector Pay Policy team (PSPP)
Head of PSPP team: Ruth Kosmin

The Team advises on the Government's general approach to public sector pay, and its application in the Survey and individual public sector settlements, and the development of more flexible pay systems including performance pay and local pay determination.

Departmental Pay Systems (DPS)
Head of DPS team: Sandra Brown

The DPS team's job is to manage and reform Civil Service pay systems, in particular: delivering central support for and scrutiny of pay and grading delegation plans; and operating the central pay systems and negotiations for the final year.

Public Service Pensions team (PSP)
Head of Public Service Pensions: Don Rayson

The PSP team is responsible for developing policy on, and coordinating, controlling and advising on, superannuation and redundancy compensation arrangements in the public services, having regard to management needs and general pensions law and practice.

Overseas Allowances unit (OAU)
Head of OAU: John Dixon

The OAU is a small, temporary team, set up to delegate the setting of overseas allowances and tax certification to departments, in line with the FER recommendation. Its work is expected to cease after May 1996.


SPENDING DIRECTORATE (S)

Directorate management

The director is Robert Culpin. The directorate management responsibilities of the deputy directors are shown in chart 3 below.

Standing teams

The thirteen spending teams in this directorate are responsible for promoting policies and public expenditure priorities which improve the use of resources and efficiency of markets throughout the economy within an affordable level of total public expenditure. The team names and heads of teams are shown in chart 2 on page 3.

Each team works with one or more government departments, and through them, the wider public sector. One team (CORE) provides professional leadership for microeconomics and operational research as a central resource. It is led by Norman Glass and Michael Spackman and includes Jeff Jones (Head of OR), Mike Parsonage (who leads the Labour Market Economics (LME) crossdirectorate team) and Caroline Turk.

Specific responsibilities of spending teams

In addition to the responsibilities shown in chart 2:

* the Agriculture team (A) is responsible for Treasury interests in the Common Agricultural Policy, agriculture and fisheries spending under the Structural Funds, and the effects of EU policies on agriculture, fisheries and forestry;

* the Social Security (SS) team deals with National Insurance contributions;

* the Health (H) team is responsible for the Treasury's interests in Community Care and Personal Social Services; and

* the Local Government (LG) team deals with local taxation and borrowing as well as the framework for spending.


FINANCIAL MANAGEMENT, REPORTING AND AUDIT DIRECTORATE (FMRP)

Directorate management

Andrew Likierman is the director of FMRA. He also chairs the Steering committee on resource accounting and budgeting (SCARAB). The overall directorate management responsibilities are still to be discussed further; but management responsibilities for Jamie Mortimer (the deputy director) will include cross-cutting issues with other directorates, and, within the directorate, information flows, training plans and IT etc.

The TOA team advises on the Government's relationship with the PAC and NAO; financial reporting, regularity and propriety; other Government accounting issues; fees and charges and departmental banking

Central Accountancy (CA)
Head of Central Accountancy Services: Ken Bradley

The CA Team is responsible for financial accounting and reporting policy for central government bodies which prepare accruals-based accounts; for providing guidance on financial management, costing and market testing; and for providing financial and commercial advice.

Government Accountancy Service Management Unit (GASMU)
Head of GASMU: Peter Holden

GASMU supports the Head of the Government Accountancy Service, in particular advising and assisting government departments in the recruitment, professional training and career development of their accountancy resources.

Audit Policy and Advice (APA)
Head of Audit Policy: Chris Butler

APA maintains, develops and publishes audit standards and guidance, ensures that these are observed, and gives advice on audit matters to Treasury teams, Departments, Agencies and NDPBs.

Resource Accounting and Budgeting (RAB)
Head of RAB team: Ros Dunn

The RAB team exists to design and ultimately oversee delivery of a system of resource accounting and budgeting within Government. This means changing the current arrangements for public expenditure planning and control, based on changes in the way departments budget internally and account for their use of resources.

Strategy Finance and Purchasing team (SFP)
Head of SFP team: Nicholas Holgate

The finance and purchasing branches of the SFP team report to Andrew Likierman on managing the department's budget, accounts and purchasing.

Treasury internal audit (TIA)
Head of Internal Audit: Peter Tickner

TIA provides Internal Audit assurance to Treasury Accounting Officers on the adequacy and effectiveness of Treasury's internal control systems. TIA also offers advice to line management on the control aspects of proposed, developing and established systems.


FINANCE REGULATION AND INDUSTRY (FRI)

Directorate management

The director is Steve Robson. He and the deputy directors will collectively develop the directorate's policy objectives and managerial framework, as well as representing the directorate in wider contacts as necessary.

The Deputy Directors will specialise in particular aspects of the Directorate's work: Neil Deverill in procurement (policy and practice); Alan Whiting in financial regulation (credit institutions, financial services, securities markets); and Mike Williams in industry (including transport, privatisation, competition policy, and the PFU).

Credit Institutions (CI)
Head of CI Team: Colin Farthing

The CI Team is responsible for UK legislation governing the supervision and operations of banks, building societies and other mutuals, and takes the lead in negotiating and implementing European Directives in these areas. The team also has policy responsibility for depositor and investor protection.

Financial Services (FS)
Head of Financial Services: Paula Diggle

The Financial Services division is responsible for the Treasury's relationship with SIB and the other financial services regulators; and for policy on retail financial services, including collective investment schemes.

Securities Markets Policy (SMP)
Head of Securities Markets policy: Jeremy Heywood

The SMP team works closely with SIB, the London Stock Exchange, the Bank of England and others, seeking to promote international regulatory cooperation and to take forward HMT's interests in investment exchanges and clearing houses, including policy on insider dealing and market abuse, the recognition of overseas investment exchanges, the structure and efficiency of the UK equity markets, dematerialised share settlement and the listing and public offer of securities.

Securities and Investment Services (SIS) (until September 1995)
Head of SIS team: Judith Simpson

SIS deals with the negotiation and implementation of EC investment services directives (ICD, ISD and CAD); other EC issues of general concern to the securities industry; the GATS/WTO agreement on financial services; bilateral and other multilateral financial services access issues; and OECD committees in the financial services area (CFM, CMIT) including the proposed Multilateral Investment Agreement.

General Financial Issues (BG) (until September 1995)
Head of BG: Edna Young

BG is responsible for policy on money laundering (including the FATF) and other types of financial crime; for financial sanctions; for financial regulation in Gibraltar and other Dependent Territories; for City competitiveness and the effects of taxation policy on the City; for capital liberalisation within the EU; and for the Trustee Investments Act. It also has the Treasury interest in regulation of occupational pension funds and insurance.

International Cooperation and Market Access (IC) (from September 1995)

The merged SIS and BG teams will become the International Cooperation and Market Access team, dealing with multilateral and bilateral financial services access issues, including the WTO and OECD as before; city competitiveness; taxation of financial institutions; financial regulation of dependent territories; recognition of overseas investment exchanges; and international financial sanctions. It will complete any residual work on the implementation of the ISD and CAD.

Industry (IND)
Head of Industry team: Craig Pickering

The industry team works on the impact of economic policies on industry, including the fields of finance for industry, public expenditure on industry, European industrial policies and the privatisation of the Atomic Energy Authority businesses, remaining British Coal subsidiaries and DTI Agencies.

Private Finance Unit (PFU)
Head of Private Finance Unit: Dick Saunders

The PFU coordinates and promotes the Government's Private Finance Initiative, in cooperation with the Private Finance Panel.

Transport (TR)
Head of TR team: Phil Wynn Owen

The TR team is responsible for public expenditure control of the Department of Transport, transport privatisations (rail etc), and transport Private Finance Initiative (PFI) schemes.

Privatisation (PN)
Head of PN team: Harry Bush

The PN team deals with nationalised industry issues generally; specifically, the nuclear industry and the Post Office, including the scope for privatisation and private finance; sales by the Treasury of privatised industry debt and equity, including the collection of future installments from the recent generating companies sale; and support of UK firms seeking privatisation mandates overseas.

Competition, Regulation and Energy Markets (CRE)
Head of CRE team: Jonathan May

CRE runs the Treasury's interests in: non-nuclear UK energy markets, including the North Sea; EU and international energy markets, including sectoral reform and nuclear safety in CEE and FSU; and regulation, deregulation and competition policy.

The Team also leads across Whitehall on general policy towards the UK utilities markets and their regulation.

Procurement Policy (PP)
Head of procurement policy: John Colling

The PP team advises on Government procurement policy, the EC procurement rules, the GATT/WTO Government Procurement Agreement and other international developments on public procurement, and provides the secretariat for the interdepartmental Procurement Policy Committee (PPC).

Procurement Practice (CUP)
Head of CUP: Neil Deverill

The CUP Team facilitates the identification, dissemination, understanding and use of procurement best practice in central Government.


PERSONNEL AND SUPPORT DIRECTORATE

The director is Paul Gray. There are no deputy directors in this directorate.

Standing teams

Treasury Personnel Policy (TPP)
Head of TPP team: Caroline Slocock

The TPP team is developing new pay, grading, appraisal and related personnel systems to match the new ways of working. These will be introduced from April 1996.

Personnel Management (PM)
Head of PM team: David Batt

PM is a collection of teams responsible for manpower supply and development, including training and secondments, central `employer' functions including pay and personnel policies, and a range of `employee services' including career and welfare counselling.

Information Systems (IS)
Head of IS team: Simon Judge

The seven teams in IS provide the IT, Library and Records Management services for the whole of the Treasury.

Accommodation and Security (AS)
Head of AS team: Ian Cooper

AS provides accommodation, office keeping, security and related office facilities. It also sponsors and manages the GOGGS redevelopment project.

Outplacement Services (OS)
Head of OS team: Derek Truman

The Outplacement Services team, using the consultants FOCUS or their own resources, provides counselling on career options and advice and training in job search techniques. It also provides information on jobs in the civil service and the public, private and voluntary sectors.


STANDING CROSS-DIRECTORATE TEAMS

Treasury Management Board (TMB)
Chair: Sir Terry Burns

Sir Terry Burns and the seven directors sit on TMB. Andrew Hudson (Head of Communications), Nicholas Macpherson (Principal Private Secretary), and Nicholas Holgate (Head of Strategy, Finance and Purchasing) normally attend the weekly Thursday morning meetings. The secretariat to TMB is provided by the SFP team. The board deals with a mixture of management and policy issues. Minutes of most meetings are normally available on Officepower ("I" "D" from the Main Menu)

Deputy Directors Group (DDG)
Chair: Anthea Case

The 15 deputy directors sit on DDG. Mark Blythe (from Treasury Solicitors department) and Nicholas Holgate (Head of Strategy, Finance and Purchasing) normally attend the fortnightly meetings.

European Union budgetary issues (EUBI)
Head of EUBI team: Paul McIntyre

EUBI brings together the various Treasury interests in European budgetary issues. Although EUF has overall responsibility for Community budget issues, lead responsibility for particular EU spending issues (eg aid, agriculture, structural funds, etc) lies with the relevant specialist teams which are represented as necessary in EUBI, alongside EUF.

European Union monetary developments (EUMD)
Head of EUMD team: Gus O'Donnell

The EUMD team monitors fiscal and monetary developments in EU countries.

Labour Market Economics (LME)
Head of LME Team: Mike Parsonage

LME is a standing cross-directorate team which coordinates analytical work on cross-cutting policy issues with a sizeable labour markets component. Membership is drawn mainly from economists in other standing teams which have an interest in labour market issues, including EBA, TE, SS, ET and E.

Steering Committee on Resource Accounting and Budgeting (SCARAB)
Chair: Andrew Likierman

SCARAB is a cross directorate team providing general oversight for the resource accounting and budgeting project, and deals with related cross cutting issues. Members of the team are drawn from the Spending, BPF, and FMRA directorates. The secretariat is provided by the RAB team.

Survey Management Committee (SMC)
Chair: Robert Culpin

The Survey Management Committee will bring together senior people from different directorates to help manage the public expenditure survey.

Treasury Economic Forecasts (TEF)
Head of TEF team: Colin Mowl

A cross-directorate team drawn from the Macroeconomic Policy and Prospects, International Finance and Budget and Public Finances directorates. Its role is to produce economic forecasts twice a year, initially for internal use only and then for publication as the Summer Economic Forecast and in the FSBR.

Tax Issues (TI)
Head of TI team: Anthea Case

A cross-directorate team which brings together the tax teams in the BPF directorate with teams in the Spending and FRI directorates with specific responsibilities for taxation (National Insurance, local government taxes and North Sea tax).


OTHER

Treasury Solicitors (TSol)
Head of Treasury legal advice team: Mark Blythe

Although the advisory section of TSol responsible for giving legal advice to the Treasury will continue to be part of the Treasury Solicitor's department, they will be moving to GOGGS in about May. The purpose of this move is to increase the ease of day-to-day working with Treasury staff. The team will be headed, as now, by Mark Blythe (who will be attending DDG meetings as noted above). The Grade 5 lawyers are Vivienne Collett (who will also be working with OPSS, but who will be located in the Treasury), Penny Dayer, Martin Hemming and Jane Stokes.
