VACANCY: The UK Passport Agency has a vacancy for an SEO Head
of Management Accounting in the Finance Section.
JOB DETAILS:
The successful post holder will:
- Develop the effectiveness of the Agencys devolved budgeting
procedures, including close liaison with the Agencys systems
accountant to develop the accounting system (SUN)
- Produce and present annual and longer term financial forecasts
to inform the preparation of corporate and business plans, regular
reviews of passport fee levels and projects within the Agencys
change programme.
- Produce and present monthly management reports at the agencys
resource Management Committee, incorporating financial and non-financial
information.
- Contribute to the preparation of business cases and investment
appraisals for projects, and make appropriate recommendations.
- Provide timely and professional advice on all management accountancy
issues
- Develop and Maintain effective working relationships with internal
and external customers, including the agencys offices, HM
Treasury, the foreign and Commonwealth Office and the Home Office.
QUALIFICATIONS
Candidates should be, a CCAB qualified accountant or passed finalist,
it is essential that they have experience in accruals accounting.
You should have evidence of the following competences
Communication, Customer Care, Working with Others, Knowledge, Judgment
Desirable:
- Knowledge of a computerized accounting package (ideally SUN)
- Good knowledge of MS Excel
- Ability to communicate with non-finance staff at all levels
- Ability to work well in a team environment
- Meets planning deadlines and audit requirements
- Appreciates and plans for annual cycle pressures and fluctuations
in demand
- Ensures statutory and legal requirements are met

JOB DETAILS:
Financial Systems Manager £45,000 + benefits
Your role will be to provide an ongoing support service that maintains
the integrity of and also maximises the potential of the Mets
financial system MetFIN (SAP). Working with a team of six staff across
the finance function you will need to have at least three years hands
on experience of modern integrated electronic financial information
systems and report development and ideally have an accounting qualification.
Financial Planning Accountant (CAPITAL) up to £36,000 + benefits
The purpose of this post will be to undertake a comprehensive range
of capital planning functions for the Metropolitan Police Service,
and provide a comprehensive capital accounting service. You will also
provide professional financial advice on the impact of capital controls
and regulations concerning PFI/PPP. A qualified accountant (or have
three years relevant experience in police authority) with a proven
track record in business planning and costing in a service organization.
You will have experience of financial planning, capital finance and
funding ideally within the public sector. It would also be an advantage
to have experience of investment appraisal modeling.
Financial Planning Accountant (PROJECTS) up to £36,000 + benefits
Your role will be to supply accountancy and costing support for best
value performance reviews and undertake specific financial management
projects on a consultancy basis, including investment appraisals of
bids for Metropolitan Police Service resource allocation. To succeed
in this post you will need to be a qualified accountant (or have three
years relevant experience in police authority) with a proven track
record in business planning and costing in a service organization.
Experience of investment appraisal, financial modeling and business
consultancy would be advantageous.
Payments Manager up to £36,000
You will be responsible for managing and developing the process that
pay, record and monitor amounts payable creditors within performance
targets. You should have experience of working in a high volume transaction
processing environment and managing large teams.
Budget Control Accountant up to £36,000
Working as part of a team you will undertake the financial input
to the annual budget setting process for the metropolitan Police Authority
and Metropolitan Police Service and to monitor, challenge and report
on the actual performance of cost centers against financial targets.
A qualified accountant you will need experience of budgetary control
and efficiency (savings) planning ideally in a labour intensive environment
as well as the ability to manage a small team and liaise with non-finance
staff.
Business Accountant up to £36,000 + benefits
Your remit will be to provide a professional financial support service
to different groups within the Metropolitan Police Service. This will
include advice on budgeting, costing, forecasting and financial management
within the local authority accounting framework. The ideal candidate
will have wide experience of financial management and ideally experience
of business case formulation and appraisal. A qualified accountant
(or have three years relevant experience in police authority) you
should have good interpersonal skills and to ability to lead a small
team.
Costing Accountant up to £36,000
You will lead a team of staff providing an effective, efficient and
economic costing service to enable the prompt and accurate recharge
of policing services provided to third party customers. The successful
applicant will be a qualified accountant (or have three years relevant
experience in police authority) with previous experience of costing
ad recharging cost in a service organisation. Experience of liaising
with non-finance staff and managing a team will be advantageous.
Financial Planning Accountant (Revenue) up to £36,000 + benefits
This post will involve producing, maintaining and developing medium
and long-term financial plans for the Metropolitan Police Service.

The post could be offered as a permanent appointment or as a three-year
loan.
Background
Based in central London,
on the south bank of the river Thames, GAD is a unique organisation.
It is a small government department of about 100 staff, which acts
as an independent actuarial consultancy working within government
for government. It offers a centralized actuarial consultancy service
on a fee, charging basis to clients throughout the UK public sector
and overseas. The Department’s skills help its many clients, for
example, formulate national policy on social security and occupational
pensions, manage public sector finances, and project the impact of
population changes.
Job specification/description
of duties
The purpose of the post
is to produce the annual Resource Accounts and to manage the Department’s
accounts, billing and payment functions. Included in this remit is
responsibility for the annual interim and final audit programmes carried
out by the external auditors and the annual internal audit of finance
functions. The applicant should have a good working knowledge of Government
Accounting including the requirements of resource-based accounting
and budgeting and be either a qualified or part-qualified accountant.
The post holder will manage a small team of 5 and be responsible for
six main areas of work, which are as follows:
1. Management of Time
Recording and Billing Procedures
Responsibility for the
maintenance of an efficient and effective time recording and billing
system (currently Progression), ensuring that procedures are in place
to allow the timely and accurate billing of clients. A flexible attitude
to work is essential as there may be occasions when a hands on approach
is required. As the Department operates on a full repayment basis,
it is essential that sufficient fee income is generated to allow the
Department to operate efficiently. It is also essential to promote
and provide an efficient service to clients.
2. Accounts
The post holder will be
responsible for the management of the computerised accounting package
and fixed asset register (currently SUN accounts) and for carrying
out month end procedures to ensure the validity of balances. There
is also a responsibility for the provision of financial reports tailored
to meet management’s current and merging needs. End of year procedures
will include the completion and submission of all Inland Revenue returns.
3. Resource Accounting
The post holder will be
responsible for the management and compilation of the annual resource
accounts and the production of Estimates figures. Familiarity with
the Resource accounting Manual is essential. The post holder will
also act as the Department’s representative at RABIG and Financial
Training Committee meetings.
4.
Treasury Returns
The post holder will be
responsible for managing FIS and GEMS returns to Treasury ensuring
that they are submitted accurately and to agreed timescales.
5.
Staff Management
Line management of the
Finance and accounts Section will include responsibility for the training
needs and development of the staff and for ensuring that the staff
effectively operate the GAD performance management system.
6.
Project Development
The post holder will be
required to play a major part in a planned project to select and implement
a new management information system including time recording and billing,
ledger accounts and work flow systems.
