In January 1996 the Health and Safety Executive published a report on behalf of the Interdepartmental Liaison Group on Risk Assessment in Government Departments. In parallel and in close consultation with the work on that report another interdepartmental group, supported by some external experts, considered the directions in which the general procedure and methodology of setting safety standards offered most scope for development. This further report describes the outcome of that work.
