Areas in which comments are specifically invited:

(a)               the Government's proposed exclusions and limitations on the scope of these regulations: paragraphs 2.1-2.3

(b)               the Government's proposal broadly to reproduce and extend the provisions of existing legislation in relation to service of notices on firms and individuals (other than the FSA and other bodies exercising public functions under FSMA): paragraphs 3.1-3.7

(c)               the Government's proposal that service of notices by means of electronic transmission should be permitted but not required by these regulations: paragraphs 4.1-4.4

(d)               the Government's proposals for deemed time of service, including where service is overseas: paragraphs 5.1-5.3

(e)               the Government's proposal that notices should continue to be treated as served on the FSA and other bodies exercising functions under FSMA only if they are actually received by it: paragraphs 6.1-6.3.
