CLAUSE 14: SURRENDER OF VEHICLE LICENCES


SUMMARY

1.         This clause amends Section 19(1) of the Vehicle Excise and Registration Act 1994. It enables the Secretary of State to accept applications for refunds of VED refunds made by electronic means providing certain conditions are satisfied. The clause also repeals Section 19(3) of the Vehicle Excise and Registration Act which provides a power to withhold refunds of VED from vehicle keepers who failed to make a Statutory Off Road Notification (SORN).


DETAILS OF THE CLAUSE

2.                  Subsection 2 inserts an additional provision that persons be entitled to a refund of VED providing they agree to comply with certain specified conditions. The conditions that are specified include the requirement to make a SORN declaration, to apply by electronic means and to return the licence within the specified period.

3.                  Subsection 3 repeals 19(3) of VERA. The effect is that the power to withhold refunds of VED, where the necessary SORN declaration has not been made, will not have effect.
